Check the disc before you buy a part
Take out whichever disc is fitted and compare it against the spare. The frothing disc has the whisk geometry — a wire formed to a specific clearance. The heating disc is flat by comparison.
If the frothing disc is fitted and milk still will not foam, then look at the whisk itself for deformation. It takes very little bending to lose the air intake that does the actual work.

The whisk wire gauge. It sounds like marketing detail and is not: the whisk froths by dragging air in at a specific clearance, and a thinner wire changes that clearance. A copy that is visibly finer than the original will spin happily and foam poorly.
I have two discs - which one froths?
The Smeg ships with a frothing disc and a heating disc. They look similar and only one has the whisk geometry. Using the heating disc gives you warm milk with no foam, which is the most common "my frother stopped working" report on these.
The milk heats but will not foam.
